Orlando is where I live, and it is where searching for a web designer returns more results than anyone wants to read. Agencies, offshore shops and template resellers all land on the same page of results, and nothing on it tells you which of them will still answer an email in March. I am one person, the price is agreed in writing before anything starts, and I am the one who picks up when you write back a year later.
